It doesn't hurt to complete them. However, a general rule of thumb is that they're interested in knowing of a player's interest once he's made his high school's varsity team.

 

What the questionnaire does is put you in a college program's database. Particularly early on, don't worry too much about your statistics not being what you'd like for them to be. All you're trying to accomplish at that point is letting them know that you're out there, and that you're interested. 

 

When you send it in, feel free to introduce yourself in the transmitting email message. In particular, let them know of any particular reasons, baseball or otherwise, why you're interested in playing and going to school there. When you do, make sure that you're honest and succinct. They receive a great deal of correspondence; so, less is more.

 

Once you've sent the initial questionnaire, feel free to supplement the original information occasionally with relevant updates (e.g. significant awards/accomplishments (Don't forget the academic ones!)), questionnaire information that wasn't available initially, etc.) At the beginning of a season, it's also not a bad idea to tell them which team you're on and send them a schedule. 

 

However, keep in mind that the NCAA restricts communication with high school underclassmen pretty severely; so, don't expect them to be able to reach out to you with anything more than general correspondence for awhile.

 

Meanwhile, at this point, the overwhelming amount of your time should be spent developing; on the field and in the classroom. If a choice needs to be made between time spent completing questionnaires/corresponding and development, the development choice is a no-brainer

I have a follow up question. After the questionnaire's filled out the first time, my 2017 has discovered that when he goes back to update, the entire form is blank again. Does he have to do the whole thing again, or is he supposed to remember what he's already filled out, redo his name and then just fill in the stuff he hasn't filled out yet?

This is a good time to email the coach with any updates.  Get that dialog going (even if it is one-sided right now).  "Hey Coach _______, just want to give you some updates from the questionnaire that I submitted:  ".
