First, it's usually a brand new to coaching coach who loses more than he expects.  All the great coaches build into a class expected attrition due to the draft; there may be a surprise here and there, but over time a coach learns which types of players will (a) be drafted and (b) sign a pro contract.  Power programs need to sign (NLI) these players because it enhances the look of the class and the visibility of a program - but those guys are not expected to show up on campus (in fact more problems occur when one of these guys isn't drafted and/or signed).

Second, when the unexpected occurs, a coach can (1) convince a drafted junior to stay (perhaps by an offer to increase his scholarship), (2) increase scholarships to the current roster, (3) look to JUCOs to fill void, (4) find a diamond in the rough who for one reason or another wasn't recruited, or (5) find players cut loose by a coaching change.
