Central Virginia, Northern Virginia and Eastern Virginia. 
You'd have to define a region. Did you mean a state? an area greater or smaller then a state?
Is Southern Cal a region? If so it would be hard to think anywhere else was #1.

Being from the Phoenix area I'd be more interested in what metro areas have the highest level of youth ball.

Well how about this, speaking innterms of NE, SW, SE, West, and general areas like that. Sorry, should have put better clarification!
Under that definition of a region: West, SE, SW, Central, NE.
South east region, then south west, then north east would be top three. Virginia and Georgia have been the hotbed for talent the last couple of years IMO.
NE like, Conneticut? Mass? New York or Jersey? Or as far as say, Maine?
