A high school coach from a well known program told me that Georgia and Georgia Tech. have been involved in roster loading. Because of the HOPE scholarship that provides for free tuition for every Georgia resident that maintains a "B" average in school. How do you know whether a school is involved in this?

I am guessing that you mean overloading. A good way to check is to look at the rosters in La. and Nevada because they have the same scholarship available. Go to John Skilton's baseball site and check each school from the 3 states.I think that the scholly's are for in state kids only, so check the amount of in state kids on the roster and it's size.

The term you want to use, or what other college coaches use, is "over recruiting." It's a very simple theory to explain. Some schools bring in a high number of fringe players in the fall to see which of them develop under their tutelage. Spring rosters do not always indicate this. Many of the players are cut during the fall or redshirted. There is nothing wrong with this practice. It allows these schools the reduce the number of recruiting "misses." The only problem, if you can call it that, is the frustration it causes smaller schools who may have recruited a specific player extremely hard only for young man to walk-on at XYZ Univ.
The kid gets recruited. Signs a National Letter of Intent. Gets some scholarship money. Then can get cut in the fall? If a school only has 11.7 scholarships (understanding that they can split up the money into more portions) why would they lose that portion for one year? Or is this relating to players they have recruited that get no athletic money.
The school gets 11.7 athletic rides. Say hey brought in player A, a freshman for 40% or more, or less. If he doesn't have a good fall, he could be redshirted, or offered a spot at a JUCO for the spring, with the likelihood of innings/starts/at bats, etc.

Professional coaches, good at their jobs, know which players they recruit will compete for starting jobs in year 1, and which they will "give a chance" to be seen and compete maybe later. They are upfront in both cases. These kids know where they stand before they get to school.
Tech last year had a roster size of about 31, including 1 redshirt - and another player leaving school mid-year -

what the Hope does is allow them to give some Ga. players a great deal without impacting their 11.7 as much - and this gives them a bit more for out of state as well
