Rotating pitchers

In a recent high school game in Southeast PA a team used a lefty/righty approach in the last two innings. The two pitchers rotated between playing first and pitching. Overall it went:
6th inning: Righty, lefty, righty, lefty
7th inning: Righty, lefty, righty

They did this to match up against the hitters.

Has anyone ever seen anything like this and is it legal. Why wouldn't more teams try this?

It is legal but I don't know why it doesn't happen more. The pitcher may leave the mound and return once an inning. The only caveats are the replacemnet can't take more than eight warm-ups, the visit limit can't have been exceeded, and if he leaves the line-up he has to have re-entry rights.
