I have an issue and I was wondering if it is an issue around the state.

 

We were in a game last week and the opposing pitcher was holding our runner on 1st, he stepped backwards off the rubber and threw the ball over the 1st basemans head into out of bounds.  The umpire's only gave our runner 2nd base.  This has happened before but the umpires seem to miss the idea that the pitcher stepped off the rubber.  Therefore our runner should have been awarded 3rd base.
