You have to make a judgment about the throw. How “poor” was it? For that you have to go to 10.12 and determine if there was an error. Not all poor throws are errors.

If there wasn’t an error on the throw/catch, as you can see below, it’s a stolen base.

10.07 STOLEN BASES AND CAUGHT STEALING
The official scorer shall credit a stolen base to a runner whenever the runner advances one base unaided by a hit, a putout, an error, a force-out, a fielder’s choice, a passed ball, a wild pitch or a balk, subject to the following:

(c) When a runner, attempting to steal, or after being picked off base, evades being put out in a run-down play and advances to the next base without the aid of an error, the official scorer shall credit the runner with a stolen base.

(h) The official scorer shall charge a runner as “caught stealing” if such runner is put out, or would have been put out by errorless play, when such runner
(2) is picked off a base and tries to advance (any move toward the next base shall be considered an attempt to advance)

Next you have to decide if there was an error. None of us were there, so we don't know the answer.

I'd be asking myself the following:
Was the throw wild because it was in the baseline and he had to guide it around the runner? If so, why? Was it slow play (or fast running) that prevented the first baseman from clearing it out? Did he properly clear out and slowly pump, realize he was tardy, rush at the last second and throw it away? Did he simply make a bad throw?

If you answer all those questions and the result is Error, then CS - Error. If not, SB.

My kid (LHP) picked a runner off 1b in a state tournament game last week, but first baseman dropped the throw. Runner went on first move and was quick. I determined it was SB, as a lot of stuff would've had to have gone well to get the out at second. Stadium game with the big fancy scoreboard and they flashed "PO-E3".

I probably would've changed my answer but he didn't take out the garbage the night before, so the official team stats have it as a SB.

As I've said before, a lot of judgement goes into these decisions and you have to consider the totality of the situation before you make up your mind... Plus changing things on a Palm while keeping up real time while charting pitch type and location is a pain. If you take out the garbage (Cody, I know you're reading this) you'll make it worth my while. Otherwise, we move on with my original call.
