I'd say it just means these matters are being given attention more often.
Wasn't that long ago when at my smaller high school that a variety of people getting in fist fights was not uncommon...even less than 20 years ago there are lots of stories of parents and others fighting amongst each other about (stupid) things. These just didn't end in criminal charges whereas now they would, which is why I imagine I don't hear about these things anymore.
When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
