When there is a foul-tip at the plate and it goes into the catcher's glove, can base runners advance or should this be treated as any other foul with runners returning to bases?

We've seen it called two different ways: runners can steal as if it were a strike, and runners must return to base as if it were a foul-ball. It's creating confusion as to whether or not the catcher needs to attempt a throwdown.
