SAT reports the score of every test taken. Most private colleges tkae the best score from each section and give you credit for the theoretical maximum total score. Public schools vary, and most use the best available total score.

ACT only reports the scores you want them to report.

It really doesn't hurt to retake the tests until you get a score that you believe is accurate for your son.
COlleges handle this in various ways. The NCAA uses SAT and ACT scores to determine if a player is a qualifier and for determining if a player is eligible for exempt academic aid. If a player submits multiple scores, the NCAA uses the best score achieved on each section of the test regardless of when the test was taken. For example, the math score could be from the fall and the reading score from a test taken in the spring.
