There's a runner on second, batter hits a hard line-drive to RF. Right fielder fields it on one hop & throws an accurate throw to first, but the first baseman pulls his foot and the runner is called safe.
The official scorer ruled it an error on 1b.
Is this the the correct scoring decision?

As described ..yes.
OBR 10.13 (b) - A Error shall be charged against any fielder that when he catches a thrown ball or a ground ball in time to put out a batter runner and fails to tag first base or the batter runner.
I would need more information to determine if this was an ordinary effort play.
For example, if this was a lower level of baseball <=12U then I could go with the scoring as described. If it was softball, I could roll with scoring decision.
If we are talking MLB, D-I college or even HS, the first baseman really shouldn't be holding the bag on a GB to 9 with a runner at second, he's the cut to home. Thus if a strong throwing RF comes up throwing and the ball doesn't beat R1 at 1B because F3 is in position to cut off a throw to 4, I would score a hit.

JMoff - Are you trying to say something like: Bases Loaded on 3 singles with 2 outs...Diving attempt on a line drive in the outfield clangs off the glove....batter on ends up on 2nd and all 3 runners scored. Pitcher parent scores E8 - He got his glove on it and so he should catch it...3 unearned.....neutral scorer...2B with 3 RBI, all earned.
