Scout Teams? and Coach contact question

I was looking at some of the team rosters on PG website under one of the tournament sections.I happened to look at the Orioles scout team roster. I noticed nearly all of these players have made college comitts. A very talented team for sure. I also see other MLB named scout teams. Are these teams essentially independent travel teams or are they some way affiliated with the named MLB team? Are these players getting over and above training coaching?

Recruiting question: If a current 2013 emails a coach now can the coach respond via email? Or can coaches only respond regarding camps at this point for a 2013? Thanks
