What do scouts look for in a player?

I spoke with a professional scout this past weekend and asked the same question. Here is the short list.
1. Can he hit 95? If not the next 3 come into play before can he pitch.
2.Is he over 5'9" if not forget about it.
3. How does he look? Are his pants pulled down like an And-1 player? Does he look like a baseball player. Is he well groomed?- no facial hair. You get the idea he should look upper middle class.
4. Does he present himself well when you speak to him?
Now you get to can he pitch?

I think he was talking about his waist line on his pants (not his ankles/knees)...i.e. pulled down below the waist line. Not a good thing.
