Comments please.
I was working a 13U game and both RHF1's while in the stretch position with R1, made "sudden head and shoulder turns" to check the runner. We Umpires in this league have been asked to "call the balk and explain" for the 1st week of the season, but not enforce, yeah okay.

At any rate what do the rest of you allow for shoulder turns while in contact from:
1. the stretch position.
2. the set position.
3. during the motion to come set.

I personally was coached, did coach, and still enforce, all the same, your in contact, your governed the same, a shoulder turn is a "fake" to 1st, IMO.

What will you guys allow?

Upon explaination to the coaches, (the kids got it right away), but both coaches, stated hey the pros do this (and demonstrated) that goofy shoulder roll that a couple of the pro's do "as" they come set.

I explained to the coaches that "these guys are making that motion as a slight and smooth opening up of the shoulder, as they come set, not making a "violent faking motion" towards 1st. Not sure it got through to em?

Like I said above "none of the 5 pitchers in the game repeated the offense, aaah, youth is sweet isn't it.

Any way, what ya all calling out there?

From my scratchy-record FED memory at the moment...

1. from the stretch (prior to the set, in contact) its legal to turn and check the runner. In FED, the 'speed' of the turn is immaterial.

2. turning the shoulders after the set is a balk.

3. i dont think the rules limit that motion as long as the movement to the set is in one continuous motion without interruption. Now if he herkyjerks it with a pause in there, you probably have something.

Again my offhand SWAG at the moment. Ive never had a coach complain about a shoulder turn before the set.
