I like this setup, losing roughly a third of your season is a nice wakeup. It will be big news when someone breaks this because it is simply a bigger deal to the players. And the three strikes your out is perfect, but I dont see why a player should be reinstated after two years. If they are taking drugs three times in this era of baseball, then there should be no reason to let them back in.
I am surprised that 60+% think the new rules are too strict. I think they are tough, for sure, but they should be.
You read it wrong. 60%+ say is where it should be, 3% too strict.

I know what happens if your caught but what are the rules regarding testing? Is it a blood test. Are players told in advance? Does every one get tested? How often ? During the off season?
From what I hear the players agent will notify a player of the test, at which time the player will go to the agents converted wine cellar to pick up his sample. The tests are random unless your on a hitting streak or you make a significant donation to a political party. Everyone does get tested, how often depends on the quantity and quality of the comp seats the testing firm receives.
