You have to be nominated by your hs coach to tryout. The state games are outstanding as far as exposure to college coaches not only in NC but several schools from other states will attend. Also many professional scouts will be in attendance. If you get nominated by your hs coach I would definitely attend the tryouts for your region.
You will not see any college coaches at the tryouts for each region. For the players selected they will comprise a region team. These region teams will have a scout day where there will be many college coaches and professional scouts present. Then at the games there will be many college coaches present.

His HS coach must nominate him. And he should tell the players on his team which ones have been nominated. Then they are told when the tryouts are.
Is your information for underclassmen only? It looks like at the NC State Games, for 2010 Seniors, there will be only two teams (East and West). Only tryouts and then the two teams play two games at the State Games in June. No mention of a "scout day" seperate from the two games. So don't expect to see any college coaches until the State Games in June for Seniors?
