A lot of these numbers are wrong
Gotta agree with PABASEBALL. I can guarantee that the average scholarship at my son's school isn't $17K+

The scholarship column had a "*" that notated that the amount was for all varsity sports at the school, which could include football and basketball.
What stood out to me was the "Athletic Scholarship Averages for NCAA I Baseball teams:"
Scholarships Awarded Per Team:
Average: 26
Low : 14
High: 30
Those are made up numbers. 30 scholarships is not even possible.

And I know there are teams with only a couple scholarships. If the minimum allowed by rule is 25% in D1, the low can't be 14 either. When I saw the high/low numbers, I stopped reading. It makes the rest of the data suspect to me.
Actually, the low would be ZERO, since there are several D1 programs that either don’t have scholarships or dont give them as a policy of the school/conference.
