Two Questions:

(1) Strike 3, doesn't matter if the batter swung. Pitch was in the dirt and fielded cleanly by the catcher. No runner on 1st base. Is the batter out?

(2) Stike 3. Ball was barely foul tipped by the batter and caught by the catcher. Runner on 1st stole 2nd safely. Does he get to keep 2nd?

The runner IS allowed to advance on a foul tip. A foul tip is not a foul ball.
From MLB official rules, The Runner 7.08:
Runners need not "tag up" on a foul tip. They may steal on a foul tip. If a so called tip is not caught, it becomes an ordinary foul. Runners then return to their bases
