This is actually a game my son was involved in yesterday. College summer league which is using OBR. Son starts the game as a DH for the home team. Enters the game, which is tied, in the 9th inning as a pitcher. Game goes through 12 innings, at which point it is starting to get dark (no lights). The 13th inning is about to start and the umpires are talking with each other and to the coaches about stopping the game. A new pitcher is announced over the PA to replace my son. He starts to take his 8 warm up pitches, but only throws 2 before the umpires finally decide to stop the game and declare it suspended. It will be made up next week, the next time the same 2 teams meet again at the same home field.

After the game, my son tells me that the coaches plan to have him still start the 13th inning of the suspended game when it resumes next week. I'm not so sure they can do this...

Could someone with a better grasp, give a correct ruling?

Rule 4.12(c) Comment: If immediately prior to the call of a suspended game, a substitute pitcher has been announced but has not retired the side or pitched until the batter becomes a base runner, such pitcher, when the suspended game is later resumed may, but is not required to start the resumed portion of the game. However, if he does not start he will be considered as having been substituted for and may not be used in that game.

Your son will not be allowed to return as the pitcher, but that pitcher isn't required to pitch to one batter. If, however, the new pitcher doesn't pitch to a batter, he's considered substituted for and is not eligible to return to the game.
Sorry, I didn't have the complete story. The new pitcher was substituted for the RF (my son is scheduled to bat third in the bottom of the 13th) and my son went from pitcher to RF. Does that change his ability to start the 13th inning of the suspended game, or can he only remain in the field?

Here I think he can pitch, while both the starting RF and the P are out of the game.
Remember that the rules quoted here pertain to professional leagues, MiLB and MLB, where rosters are consistent. Many local leauges have their own rules or have even waived rules in recognition of the variables of amateur ball and the lack of consistency of rosters due to other commitments of the players' time.

Bottom line, check with the administrators of your local league.
