Impact position, and leg work...
His main issue is that he never gets the leg/hip assembly to drive. It turns, but it provides no power.

Correct me if I'm wrong, but at 0:14 you can see his back foot actually come off the ground and almost step forward somewhat. If he's getting his leg/hip assembly to drive correctly, this will not happen, as it'll be forced to stay down and pivot, correct?
One way of describing your son's lower body flaw is "hip slide".
Once foot-strike occurs (or in your son's case, heel-drop), the hips should stop sliding forward and begin to violently rotate against a stiff front leg.
