Having a hard time picturing this unless the throw the catcher must make is the one to the pitcher covering home after a passed ball or wild pitch. Is that what you mean?
yes, except this was strike three.
In this scenario the batter has now become a runner and by "hanging around in front of the plate" he is no longer "doing his job."

BR isn't out until he interfered, then, Time, int. BR out, send R3 back.
The OP said 0 and 2 count, then swing and miss followed by interference. I have batter out on strike three and runner from third out due to retired batter's interference.
Cept, the BR ain't out on the DTS and 1B open.

Sorry, I forget the diversity of the background and rulebook ownership of the posters here.
At the point of interference we have time. The batter had become a runner when the third strike was dropped. I don't see any indication that he was tagged, so he is still a legal runner at the time of interference.
He is out on the interference, and R3 is sent back to third.
Get ready to eject a coach.

You are right, I missed that. But when a runner attempts to steal home with less than two out and the batter interferes, the runner is out.

OK, I got it now. ( still a little foggy from the Bar and Grill last night). I said the runner is out if the batter interferes, but he is no longer the batter, he is now the batter -runner so I think you are correct to call the batter-Runner out and return the runner to third.
