The only problem would be if he did it deliberately to disconcert the pitcher while the pitcher is in position ready to pitch.....If the pitcher isnt ready he can switch...

here is the Fed rule..

NFHS Rule 7-3-art 3

A Batter shall not:

Art 3- Disconcert the pitcher by stepping from the box on one side of home plate to the box on the other side while the pitcher is in position ready to pitch.

Penalty- For infraction of Art 3, the ball becomes dead imediately and the batter is out...
