Switch Hitter at the Plate

Okay guys, someone please enlighten me on this one. I'd love to know what was being said, and what the final ruling was, and why. I realize you can only speculate on some of this, but several of you know the books inside and out and can help me understand this one.

Pitcher has to declare hand and cannot switch during AB, unless offense substitutes during at bat. Batter has always been allowed to switch during an AB.

Fed 6-1-1: "If the pitcher is ambidextrous, the umpire shall require the pitcher to face the batter as either a left-handed pitcher or right-handed pitcher, but not both."

Casebook 6.1.1F deals specifically with the situation presented in the video.
