The rule says the runner must retouch after a foul ball and that the umpire shouldn't put the ball in play until he does. In the real world he is allowed to return to the vicinity of the base. What the rule was intended to stop was the runner taking a lead two steps from his next base. You aren't going to get an out if he doesn't actually touch the base when he returns. The umps do need to be aware of where the runners started and make sure they return.
