The Astro's started this approach last year when they revamped the organization.  At the HS level I do not know how effective this will be do to the depth of the staff.  I can say this though, I understand what they are talking about when they say pitchers struggle going through the order multiple times.  As a coaching staff we make sure we have our bullpen guy warmed up and ready to go when our starting pitcher heads into the opposing teams order for the 3rd time.

The Astros are NOT the first to use this system. My son was drafted by the cardinals and this had been implemented by the then farm director, Jeff Luhnow.

The players hated it, the pitching coaches hated it. 

I believe this system may have been a result of many of my sons and others pitchers issues who were in the system at the time.

The whole idea is based around developing as many starters as you can, not to cut down on throwing.
