I think he is right, either they are all in or they are all out with some exceptions. If you tested positive, you are out i.e. Raffy.
As for the Mitchell report, it is pure hear say but I think it does offer enough of a picture of the major leagues from the late 70's through early 2000's to know "the minority" is a large number and consisted of a lot of your favorite and best players.
I use to love Bonds and tracking his On-Base, Slugging and Secondary Averages. The way he approached each at-bat was greatness. The steriods things turned me against him. But only to the point were I said that if they put Barry into the Hall then they had to put Pete Rose in first.
So if you are one of the ones that says OUT then - No Pete, he broke the rules, no Barry, No Roger, No nobody that the writers have any idea of who used drugs, including Doc and Darrell and the like.
If you are an IN person, then if their numbers are good enough then they are IN the Hall.
I can't imagine a Hall of Fame without the best pitcher in modern times (JMO), Roger Clemens. Even if he used steriods I want to beleive it was recover from injury or only during breif periods and not often. In which case, he didn't get "caught" so he is IN. JMO
