what is the NF rule for this situation? Because I don't understand why the BATTER is out!

Situation:
Bases loaded no outs. Batter hits grounder to 2B (4) who throws to SS at second base. Throw to 1B is wide and gets by 1B. BU rules interference on R1 sliding into second. Batter ruled out at first. BU brings R2 and R3 back to original bases after both scored on overthrow. Is that the correct ruling? His reasoning was the ball was dead at 2B on the interference.

FPSR is one way to get this result, but it isn't necessary.

Like OBR and NCAA, when the umpire judges that a runner has interfered with the intent to break up a double play opportunity, two outs are declared.

8.4.1 "The batter-runner is out when: .... h. any runner or retired runner interferes (2-21-1, 2-30-3) in a way which obviously hinders an obvious double play;"

8.2.9 shows that sll runners return to the TOP base following interference unless they are forced to advance.

5.1.1.d shows that the ball is dead following interference by a runner.
In FED & NCAA the DP is a given, no umpire judgment is involved (other than for the INT). Not so in OBR. In order to call the batter out in this sitch, you need a "deliberate, unwarranted unsportsmanlike action by the runner in leaving the baseline for the obvious purpose of crashing the pivot man on a double play, rather than trying to reach the base." The fielder gets much less protection under OBR.
