What is the proper technique when throwing to third to get a stealing runner from 2nd if the right handed batter isn't getting out of the way? Throw behind the batter, make contact with the batter or step in front of the batter.

Depends on the pitch location.
As Coach May said, it depends on the location. Unless you have to, stepping behind the hitter is best. Outside pitches, you will be forced to go in front. Making contact will do you no good - there will not be interference on a throw to 3rd since the hitter has a right to the batter's box.
