FED is even more lenient. F1 can also step and throw to an unoccupied base to "drive back" a runner.

Dash has it.
I was pretty sure about it. came up in practice with our 10U team and when I broght it up everyone in unison says you can't throw to an unoccupied base!

That said I'm not sure we teach the pitcher to do this as he's likely going to not be ready for it and then do something else to balk. It's just funny how many of these old chestnuts are out there where coaches, fans and even some umpires don't really know the complete rule and it gets passed on and on.

It gets passed on b/c they won't read the rule book. They go by myths until someone comes along and shows them in the rules what it actually says. In many cases, there can be different interps. But, I don't think there can be one on this rule b/c it seems pretty well spelled out to me without an interp.

agree with mike 100%....

I have always wanted this rule rewritten for clarity as many coaches and umpires only read the intial part of the rule....."you may not throw to an unoccupied base" part without reading the rest of the line that says with the exception of making a play.....

If they had started the rule with the exception I feel there would be less confusion....

"With the exception of making a play, you may not throw to an unoccupied base....."

But the oft promised rewrite of the rules in still not on the horizon.....
