R 1 takes off on lefty's first move and pitcher continues leg lift but sees runner going and then continues into an inside move, pivots and throws to 2B. Do you balk him under any rule set?

FED is even more lenient. F1 can also step and throw to an unoccupied base to "drive back" a runner.

That said I'm not sure we teach the pitcher to do this as he's likely going to not be ready for it and then do something else to balk. It's just funny how many of these old chestnuts are out there where coaches, fans and even some umpires don't really know the complete rule and it gets passed on and on.
