Timing Call Question

I was doing a game the other and the base umpire and I got into a discussion about the timing call. He stated that it has to be a first and third situation with two down and I said I believed it was in all situations with a runner on base to know when the third out occurs......before or after the runner "scores".

A timing play can occur anytime you have the possibilty of a run scoring and a third out happening at the same time!

Usually it's with runners at second or third with two outs.
