No clue as to how D1 Baseball came to its conclusions, but what's worth to note is that VA has the 4th most programs in the list. One more and VA is tied with FL (W&M not on list).

For the HS player and family, it's another data point to use as the journey continues.

Not sure if there's a website that delves into that specifically (you could google it), but in general, the schools determine their conferences.  Initially, schools would form them together and they were based primarily on geography.  Today, schools move from conference to conference (i.e., Maryland most recently, Texas A&M and Missouri a few years back to name a couple of major ones) and it's more based on money than geography.

Then take Notre Dame which is independent in one sport (football), in Hockey East conference for hockey, and in ACC for all other sports.

Today, in the end, conference affiliation is mostly about money.

And to add to that: broadcast money. Case in point: Rutgers to the Big 10 opened the NY/NJ MSA up to the Big 10 Network.

For mid Majors: to join a more competitive conference with the design to eventually form a broadcast network.

Marketing Joe, if your in marketing, you know this axiom...If your not number one, create a new category.

"VA D1 baseball is number one in programs in the top 100 per capita."
