Player is transferring from DII college to a DII Junior college this fall . Will that player be able to talk to DI and DII coaches during the fall and spring season .

Yes, he will be able to do that......but I believe as a 4-2-4 guy he will have to have his Associates Degree from the JC in order to be eligible at a DI or DII school.
