What are the rules pertaining to an athlete transferring from a private high school to a public high school in the middle of the school year or vice versa? What is his eligibility?

It depends. If the student was enrolled in Private/Home School for a minimum of 1 full year prior to switching to a VHSL school, then no problem. If not, then the student must be registered w/the VHSL school for a minimum of 365 days. Of course, there are a number of exceptions and other relevant rules, so I'd suggest you contact your appropriate VHSL staffer... and read sec. 28 of this VHSL Handbook
You sometimes get an issue with kids who, at very small private schools, were actually on their school's varsity roster in 8th grade. VHSL allows no more than 4 varsity seasons, so I have seen cases where a kid could not play his senior year because his eligibility was used up.
The most significant event is when the athlete declares entering the 9th grade. At that point, the athlete will have 8 consecutive semesters of competition per VHSL rules.
O'Connell basketball player just left O'Connell and enrolled at Herndon (he lived within the district) and was playing basketball at Herndon immediately. Wouldn't it be the same for baseball.
As long as said player was rostered @ the private school for at least one calendar year, then yes, that player can transfer w/whatever remains of eligibility. Less than one year, though, and the transfer player sits out...
A player can transfer from private to public and play immediately.
He must live in the public schools district in which he is transferring, and have completed two consecutive semesters at the prior school being in good standing.
