There are 3 situations when two runners can occupy the same base;

1. When nobodies tagging em.
2. When it's HP.
3. Dead ball.

Tagged before or after touching the bag?
If he's off the bag and is tagged he's out regardless of which base he's "woulda been" entitled too, if you ain't on a bag, you can't own
it.
