Can someone tell me how long the rule has been in place that allows a player who is suspended from playing due to a failing grade, allowed to play during spring break week?

This comes directly from the UIL site.

"Spring Break example:
Grading period ends Friday, March 13. Students are on holiday from the end of school on the 13th until school resumes Monday, March 23. All students are academically eligible during a school holiday period consisting of at least seven consecutive calendar days. The seven-calendar day grace period begins on Monday, March 23 and the student’s lose/regain eligibility on Monday, March 30 at the time the school day normally ends.'
Back to the question about games: 23 games without any tournaments. You deduct 2 games if you play a tournament. 19 games plus 2 tournaments. If you play 3 tournaments then it drops to 17 games plus 3 tournaments. In tournaments the games you get vary but it's better than 2 I can assure you. The teams with 14 district games and 3 tournaments get 3 non-district games they can schedule. If you win district or play one less than the allowed amount you can schedule a warmup game prior to the playoffs. There are UIL rules about tournaments that get abused more than any other UIL violations in any sport. When the rain hits teams start scrambling to find a site and most don't even know they are breaking the rules. They are stupid rules but put in place to keep rich districts having an edge on districts that can't travel as easy. Have I got you completely confused?

Rhino, if my memory serves me correctly, the week is lost, and you get no credit for the suspension time.

A double whammy in other words.

On the grades, it seems, again if memory serves me correctly, that there is a seven day grace period after the determination of ineligibility, that might provide an opportunity to recover.

Retake, or take, a missed test maybe.......

To regain eligibility a kid has to be passing all classes at the 3 week progress report, and then wait 7 additional days, regardless if spring break was included in the 3 week grading period. So no, spring break does not count. If you were ineligible based on the past 6 week marking period, you would effectively be out for 5 weeks (3 week progress report + 1 week spring break + 1 week grace period).

You may play spring break, no matter if you are failing or not. No pass/no play does not affect spring break or Christmas vacation.
