Not an umpire, but my understanding is that the umpire's authority does stop at the fence, but if there's a disruption outside the fence that is affecting the game he can ask game officials to deal with it. If game officials can't or won't, the umpire can suspend the game.
This is correct at most levels.
In pro ball, there's a bit more of a, how can I say it, situational impact on what umpires can do and can't do. In this case, from the reports I've seen, this guy was doing it for a while. To me, that speaks to stadium personnel not doing their job, and an umpire thinking that someone is going to have to play the role of the authority figure to tell them that this is out of hand. While not disruptive in and of itself, I'm sure MLB has no problem with him protecting a relatively-family-friendly atmosphere.
In NCAA and FED ball, I'm having this guy removed before he gets the second sentence started, based on what I saw he said. In FED, this is a double-whammy: profanity and directed at a specific participant. In NCAA, we let a little bit more go, but once it reaches the level of being obscene, we can intervene as I stated before.
