You are correct. You need to see: 1) the runner's foot touching the base, and 2) the fielder's foot holding the base. You can hear the ball get to the glove. If the runner touched the base ahead of the throw, he's safe. No other information is necessary to make the safe call. If the runner did not beat the throw, NOW you check to see if the fielder has maintained control of the ball before calling the out.
