On Boyd's World, UT-Pan Am is ranked 296 out of 302 D1 programs (looking at RPI). They are considered one of the weakest programs in Texas.

I don't know anything about the school's academics.
Sorry - can't help with that.

I am told that my son's college hosted them for a 3-game series 2-3 years ago and the behavior of the UT-Pan Am team left a lot to be desired. My son's school has not scheduled them since.

My son was a JUCO player last spring and was being recruited by UTPA. We met the recruiting coordinator, Norberto Lopez, and the head coach, Coach Mantrana. I was very impressed with both of them. They would not have been there at the time that Infield08 was referring to as last season was their first. I suspect that they will build a successful program at UTPA. The field is a minor league park and the player's housing is brand new and just across the street from the field. The biggest challenge is that they are a D1 Independent and that creates more travel challenges than anything else. They do host the D1 Independent Regional, so that is a positive with regards to post season.
