I see he also offers this as a DIY kit. However, I can't figure out if this is the program without the belt or the belt without the program.

Very happy. Results: BFS Jr. has been able to feel what it is like to use his hips effectively / efficiently, he can be shown via slow mo video 100's of times, but this contraption just about makes that movement pattern a "no teach". Used correctly (there has to be some methodology / technique using it) it has cleaned up and made his arm action respond to his hips...cleaned it up so to speak. High velo - not sure if I'd say this product resulted in higher velo (although I think it did), however what it did do is create more of a body movement that is more efficiently delivering the arm (works to eliminate arm throwers). I will add this: most pitchers have a hard time distinguishing front hip vs. back hip rotation, and it is hard to detect by pitching instructors as well, even with video. This belt promotes strong back hip rotation....it is my opinion that if the hips work efficiently, that most other parts, arms, shoulders, etc. will work efficiently as well. If the hips do not work well, the other parts will not work as efficient.
My biggest gripe the videos and pdf for how to use it are not that useful. It is fairly self explanatory but the accompanying instruction is very minimal. It certainly it is not worth the extra $150 and mine didn't come with an anchor just a description of how to make one. I just use a kettlebell. The device itself is helpful for learning how to properly rotate both pitching and hitting, you maybe could use something like a climbing harness or something to achieve similar results, but seems well made.

I didn't like the instructions either, would have preferred DVD's. Watching by telephone was a pain. Based on his latest emails think he just started including the anchor. When we did get past the idea of having to watch so many separate short videos have found the exercises and drills to be very useful. I will say I don't think it'll work for someone looking to strap on the belt and throw bullpen, it requires a committment. My son is using 5-6 days a week, one of the days its used for a bullpen. Even on bullpen day he goes through exercises & drills prior to. After learning how to use I'd say he spends 20 minutes a night (not including bullpen). Think its like a lot of things; you'll get out what you put into it. Overall a very useful training tool.
How does this program compare to Driveline Baseball's MaxVelo program? Anyone tried both?
I haven't tried driveline's program, but I think that program would be a more complete training program. This is more of a device being sold with 6 or 7 drills with the sole purpose of mobilizing the hips. Lantz has much more instructional material, but the $350 doesn't include it.

I have a 13 year old who is a complete arm thrower and he pretends to use his lower half, but something is missing.

Does anybody know where I could find myself a core velocity belt along with drills to accompany it without having to pay 350$ for the entire program? It seems like a very good tool, but unfortunately my minimum wage salary won't allow me to be able to make the purchase. I also found out that they only sell the belt as a part of the 3350$ package, and not separately. Any insight is much appreciated, Thanks!
Does this device cause muscular imbalances? It seems to be working one side of the body to the exclusion of the other.

I believe the idea behind the belt is to promote mechanics that get the hips opened up (get the back hip around quicker and with more force) and maximize hip/shoulder separation thereby increasing arm whip. Providing resistance from behind would hinder the desired effect.
I have another question that that cant seem to figure out. What causes a pitcher to open their hips front to back, rather than back to front? There is a lot of information out there why being back hip dominant is important, but i cant seem to find what can cause the flaw of being front hip dominant.
