Velocity Reading in PG

Is the velocity registered on a players profile different than their top reading from tournament? My brother had a reading written about in a blog as a certain number and in his profile the reading is 2 miles per hour slower than indicated on blog.

I am a little bit confused, only because on the profile it states "Best recorded by PG"... so was just curious as to what that means?
