What would the call have been?

This happened at HS game the other day. Had no impact on game.

Runner on 1st, 2 outs. Pitch up and in gets past catcher and angles toward on deck batter. He reaches out and touches it with his foot. R1 goes to 2nd. Home umpire did not look back so had no chance to see what happened.

Just want to know what should have happened had umpire seen it.

It sounds like no chance for a play so no INT. If there was the possibility of a play at 2B, then it is INT and R1 is out.

At the very least, he would get a warning and "Time" will be called immediately. Placement of the runner depends.
