I saw the term plus being used to describe a pitcher's slider, curve, and change-up. What does the plus mean?
i.e. Pitcher has a plus plus slider and a plus change up.

A plus pitch is a pitch that sets the pitcher apart from the norm. Either by velocity or movement or deception. Likely misused at this point but it's just shorthand to talk about what is outstanding about the player.
In scouting terms, it would be all relative to average. So, the plus plus slider you speak of would be two grades above the average slider, while the plus changeup would be one grade above the average changeup.
if you want to see a plus pitch...watch BTN and watch "That's Nasty" those would be plus plus pitches
