What's the Call

This happened a while ago but I've never received a good answer:

Runner on 1st and looking to steal - Catcher puts down the Pitch Out Sign, but pitcher misses the sign and throws a fast ball over the plate. Catcher moves into the batters box for the pitch out and instinctively reaches back over the plate to catch the ball - hitter doesn't swing.

What's the call?

The call is one of the following:
1. Strike
2. Ball
3. CI/CO. Swing no swing isn't the only indicator of CI.
4. Balk.

Depends on whether the pitch was a strike or a ball.

In NFHS only, by rule (see Casebook 8.1.1F) this is catcher's obstruction. "F2 may not catch the pitch until it has passed home plate."

I suspect most umpires wouldn't see the infraction.
