You may email coaches and colleges at any time.

There are no restrictions on when a player may contact a coach in any manner. You can call, email, show up in person on campus. The only restrictions are about a coach making contact with you.
They may email you back at anytime.
They can only call you after (someone correct me if I have the date wrong), June 1 after your junior year. That means that you can call them anytime. But if you leave a message, they are not allowed to call you back unless you are past the June 1 date.
