when can the defense call timeout?

can the coach [for the team on defense] call time out and huddle up the infielders for a conference? or is just allowed when a discussion is desired for the pitcher?

is there a limit per game [providing it's not just to distract the batting team]? or is it ump's discretion?

He may do it as many times as he wishes but each time is a visit to the pitcher. He is allowed three freebies in seven innings, after that he must change his pitcher each time.

Also, if he changes his pitchers, it does not count as a conferternce. I.e. The 1st time the coaches visits the mound, and changes pitcher, he still has 3 more visits.
