I have a friend that son plays a different sport (which will remain nameless). I believe NCAA regs are the same for all sports.

Background...they were on an unofficial visit last weekend....visit went well...last thing before they left the coach informed them he would be making them an offer. I told my friend based on what I know that no offer can be made via phone, email or text before july 1st. That unless they were back on campus they would have to wait until july 1st.

He was under the impression that any offer was coming in the next few weeks...does that sound possible.

Well, we're gonna need 3FingeredGlove to weigh in here on any recent rule changes, but...

As of a few years ago, offers could come on the phone or by email or snail-mail (along with in-person on campus)...just on the phone it needed to be the player making the call to the coach. How would he know to call college coach? College coach emails (or talks to HS/travel coach) with message to please call him back...then offer is made over phone.

In Div. I, no written offer of an athletic scholarship can be made before Aug. 1 of a prospect's senior year. It is permissible in Div. II.

In either case, the schools can't permit a prospect to sign anything that indicates their acceptance of the offer until the NLI signing period. The Division I restriction was voted in because too many prospects apparently believed that the early offers were binding agreements.
There are currently no restrictions on how early an oral/handshake deal can be made. Honestly I think we're getting to where some may be needed, but no rule to that effect has been passed yet.

Such a deal may be made by any means of non-prohibited communications. Easiest is on an unofficial visit, as you can have unlimited discussions when you're standing on their soil.

Other times, offers are passed through travel and/or high school coaches.

While there are restrictions on their ability to call you, there are no restrictions on a player's ability to phone them. It's not unusual for an appointment to be arranged for the player to phone in for a nice long chat.
