Yes, but PU should wait to see what BU does. If BU makes a positive call of nothing, PU should not make a call. If BU doesn't make a call, then PU can, but only if it's apparent that BU did not see the play.
As Matt says the BU is primary on this. But sometimes the BU doesn't or cant get turned around in time to see this, so PU can take it.
Thank you gutys...had a game yesterday as PU saw the play my partner had to turn away from the play not to get hit with a scorcher to SS he did not see the play and I made the call. Of course the coach said should have let the BU make the call....I told him he did not see the play therefore I made the call....he was not pleased! Funny but the runner told my partner that he ALWAYS does that "stop in front" and distract and that was the first time he had been called on it!
