Last week my son's high school team was playing our crosstown rival. Bottom of 4 two outs they hit a routine grounder to short. The shortstop threw the ball up the line and my son stretched toward home plate and caught the throw, which beat the runner by two steps. The umpire was behind the mound and was in perfect position to make the call. As he raised his hand to signal "out" the first base coach began yelling "he pulled his foot". The ump hesitated then looked to the home plate ump for help. He was almost in our dugout going to get a drink and hadn't seen anything. After 2o seconds or so he called the runner safe. Next batter hit a grand slam! If he saw the throw beat the runner, but didn't see a pulled foot, shouldn't he have called an out?

If it pulls the F3 toward home it is unlikely the PU is going to be able to help. If the BU goes for help because he didn't see a pull and the PU has nothing then he has to be out.
I saw a BU ask a PU if the fielder held the bag, PU says yes, the BU calls him safe. What? If he had him safe for beating the throw, what difference does it make if he held or not. In the OP, if he didn't see a pull and the PU can't help then he is out. If not why ask?

That was my thought exactly. If he saw the throw beat the runner but didn't see a pulled foot, then it seems that an out should have been called.

As far as the swipe tag goes, he actually started to swipe but the runner wasn't even within his reach yet so he rocked back onto the bag.

On this situation, when there is not a quality throw, BU should not be set, but rather adjusting to get the angle he needs.
