when the starter doesn't go the necessary amount of innings? Is it the next guy in ?[assuming his team has, and never relinquishes , the lead]

Usually, but it can be given to the pitcher (except the starter) who was considered the most effective by the official scorekeeper.
My son actually entered a AAA game in the second inning with a 6 run lead. He pitched 2.2 innings giving up one run. They gave the win to a pitcher who threw 1.2 perfect innings. I really didn't agree at the time, but that's the way it goes.

I think there are also occasions where the starter can get that win as well.

Winning and losing pitchers are determined as follows:
(B) If a game ends for what ever reason, having gone less than seven innings, then the starting pitcher shall have pitched three or more consecutive innings to be declared the winning pitcher.
