The point of the article is that for the vast majority of programs, the revenue generated from the sports are not near enough to pay for the program. Once you leave the power 5 (i.e. Teams you watch on TV every Saturday), the program costs WAY more than they generate in income. And although the article talks about football, the other sports don't even come close to being self sustaining. Then when you get to D2, D3, JUCO and NAIA, there are no programs that are self sustaining.
So, no, for the vast majority of schools, TV revenue and ticket sales don't even come close.
